This Scheme was introduced on 15 February 2001. The objective
of the Scheme is to encourage young people to establish
themselves in farming on a viable holding and thereby ensure
the continued rejuvenation of the farming work force. A
premium of €9,520 is payable.

Conditions
of the Scheme
A
young farmer must:

Be set up in farming on or after 1 January 2000

Be under 35 years of age at the date of set up
- Confirm
that setting up costs associated with the farm transfer
including stamp duty, legal and accounting fees and family
settlements remain to be discharged
- Submit
an initial application within 6 months of taking over
the farm
- Fulfil
certain requirements regarding occupational skill and
competence at the date of setting up, or at the latest,
within two years from that date
- Have
at least 50 income units including off-farm income at
the date of setting up, or at the latest, within two years
from that date. At least 20 of the income units must come
from farming.
- Submit
a full application with supporting documentation within
30 months of set up.

Procedure for Application for the Scheme
In order to make an application under the Scheme it is necessary
for you to discuss the matter with us to assist in determining
eligibility as regards the income units, agricultural training
and experience criteria and preparing and certifying applications.
The application for the Scheme is in booklet form and incorporates
the Scheme document. It is available from local AES Offices
and from the Division in Johnstown Castle Estate, Co. Wexford.
Completed applications are lodged in the On-Farm Investment
Schemes Division of the Department in Johnstown Castle Estate.
Applications consist of two parts IAS1 and IAS2: -
The initial application (IAS 1) must be lodged within 6
months of taking over the farm.
The second stage -Application for Payment following establishment
(IAS 2)
This application (IAS 2) must be lodged within thirty months
from the date of setting up.
Processing for Payment
The complete file is then forwarded to the Agricultural
Inspectorate. All documentation is examined by the Inspectorate
and, if found to be in compliance with the terms and conditions
of the Scheme, is certified for payment and returned to
the On-Farm Investment Schemes Division in Johnstown Castle,
Wexford for issue of the payment.
